국가인권위의 대통령직속기구화에 반대합니다

국가인권위원회가 지난 노무현 정권시절 지나치게 권력층이 코드에 맞추느라 보편적인 인류의 인권개념을 실천하는 역할보다 정권의 시녀노릇을 충실하게 해 온 점을 생각해 보아야 한다.
유엔에 상정된 대북인권결의안에 우리정부가 기권하거나 애매한 태도를 취하도록 방관하고 정권의 친북노선을 성실하게 따라온 죄과가 있다는 사실을 잊지 말아야 한다.
루이즈 아버 유엔인권고등판무관(UNHCR)은 정권인수위가 왜 인권위를 조직개편 하는지에 대한 의도를 정확히 읽지 못하고 단지 인권위의 독립성을 해치지 말아야한다는 지극히 상식적인 수준의 내용을 담은 서한을 우리정부에 보내 온 것은 한국의 특수상황에 대한 이해가 다소 결여된 느낌이 든다.
지난 좌파정권 5년 동안 국가인권위가 아직은 헌법상 우리 영토인 북한에 거주하는 주민들의 열악한 인권상황 및 탈북자들의 인권을 애써서 외면해 온 것을 잘 알고 있는 루이즈 아버씨라면, 왜 대한민국의 국가인권위가 지난 좌파정권 기간 내내 대한민국 국민들의 지탄을 받아왔는지에 대한 심정적 이해와 더불어 인수위의 조직개편 노력을 이해했을 것이다.
앞으로 인권위의 기능이 실질적으로 운영되도록 정치적 균형을 갖춘 합리적 운영을 위한 업무 수행상 독립성만 보장된다면 조직의 법적 위상은 문제가 아니라는 것이 한나라당의 생각이다.
새 정부에서 새로운 위상과 기능으로 출범할 국가인권위원회는 시대와 국민의 염원을 담는 적절한 활동을 통하여 대한민국 국민들과 더 크게는 북한주민들의 인권을 신장시키는 파수꾼이 되어야 할 것이다.

KOREA: Letter from High Commissioner for Human Rights regarding the independence of the National Human Rights Commission of Korea
Forwarded herewith is a letter written by Louise Arbour the United Nations High Commissioner for Human Rights to Mrs. Lee Kyung-sook, the Chairperson of the Transition Committee of the President of the Republic of Korea regarding a recommendation made by this Transition Committee to place the Human Rights Commission of Korea (NHRCK) directly under the control of the President of the Republic of Korea. The letter calls for a review of any plans which might affect the independence of the NHRCK.

Dear Chairperson,
I understand that the Transition Committee that you are chairing is recommending that the National Human Rights Commission of Korea (NHRCK) be placed directly under the Office of the President of the Republic of Korea, if this is indeed the ease, I would urge that the plan he reconsidered.
The NHRCK is an internationally highly regarded national human rights institution (NHRI), indeed a model for other countries. The Commission is a very active institution at the national level, and an engaging force at the regional and international levels as an important member of the Asia Pacific Forum and a Vice Chair of the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights (ICC).
The intended placement could negatively influence the international standing of the NHRCK and could erode its national position. It could also impact on public perceptions of its independence and compliance with the internationally accepted benchmarks for NHRIs, the Paris Principles, (UN GA resolution 48/134). This could in turn affect the NHRCK accreditation with the ICC and the Republic of Korea’s excellent reputation in the international human rights system.
I therefore would suggest that you consider reviewing any plans which might affect the independence of the NIIRCK so that the Commission may continue to play its well recognised role at the national, regional and international levels.

국가인권위는 5년 동안 친북좌파정권의 시녀노릇을 했는데 - 한나라당 대변인 입에서 이런 표현을 듣게 되다니 정말 놀라울 따름입니다 - 국가 인권기구로는 다른 나라의 모델이 된다는 평가를 받고 있으니 귀신이 곡할 노릇이네요. 아마 그 다른 나라들도 다 친북좌파정권이었나 봅니다. 저는 박태우 한나라당 부대변인 논평을 읽으면서 국가인권위를 대통령직속기구화해서 북한인권쪽에 대해 이야기하는 "정치적 균형을 갖춘 합리적 운영"기능만 부여하려고 하는 것 같은데 제가 오버하는게 아니었으면 좋겠습니다.
국가인권위의 대통령직속기구화에 반대에 관심이 있는 분은 "Save the Independence of the National Human Rights Commission of South Korea"를 통해서 청원을 부탁드립니다. 실효성이 얼마나 있을지는 모르겠지만 이건 정말 짜증의 차원을 넘어서네요.
